CAG report reflects poor financial management

Deficiencies in the NLCPR and NEC planning process

ITANAGAR, Jul 26:  The report of the Comptroller and Auditor General of India (CAG) was tabled at the Arunachal Pradesh Legislative Assembly today which reflects the financial mismanagement as well as losses due to ill planning, lack of internal audit and inability of the departments to come up with utilization certificates.

The NLCPR and NEC funds:  A performance Audit of implementation of the Roads & Bridges projects funded through Non-Lapsable Central Pool of Resources (NLCPR) and the North-Eastern Council (NEC) covering the period from 2008-09 to 2012-13 revealed that there were delays in completion of the projects due to deficiencies in the planning process, delay/non-release of funds to implementing agencies and inadequate monitoring. Consequently, only 11 (eleven) out of the targeted 49 (forty nine) projects were completed as of March 2013.

Records of 25 test-checked NLCPR projects revealed that Detailed Project Reports were prepared without proper survey and investigation.

There were delays ranging from 3 to 48 months in release of funds by the State Government to executing agencies.

The State Government did not contribute its share aggregating to Rs. 12.15 crore (48.41 percent) towards implementation of 25 test-checked NLCPR projects.

Against the total amount of Rs. 403.15 released up to 2012-13 for implementation of NLCPR, utilization certificates (UCs) for Rs. 111.50 crore (30 per cent) were pending as of March 2013.

In 22 test-checked projects, executing agencies incurred inadmissible expenditure of Rs. 10.16 crore against NLCPR funds.

In three projects, executing agencies diverted Rs. 5.26 crore from NLCPR/NEC funds to other projects.

The completion rate of projects under NLCPR/NEC was far from satisfactory. Out of 49 projects due for completion by March 2013 or earlier, only 11 projects (23 percent), involving an expenditure of Rs. 105.44 crore, were completed. Even completed projects had huge time overruns ranging from 12 to 24 months.

No Evaluation Study was conducted to assess the impact of projects created.

Adequate transparency and publicity/dissemination of information relating to NLCPR/NEC projects was not ensured through the Local media and Display Boards, the report added.

Implementation of Indira Awaas Yojana (IAY): A Performance Audit of the implementation of the IAY Scheme in Arunachal Pradesh was carried out covering the period from 2008-09 to 2012-13 in which the report says that waitlist was faulty and as a result many eligible beneficiaries were left out as highlighted in National Level Monitor’s Report. There were instances of non-BPL households being extended benefit as noticed during joint field verification.

Due to short-release of State Share, the Government of India deducted Central Assistance of Rs. 40.98 lakh.

An amount of Rs. 56.25 lakh received from the Central Government as natural calamity funds was neither allotted to the districts by the State Government nor utilization of the same shown at State level, but the fund balance was shown as ‘Nil’. Thus, actual utilization of funds for the purpose for which it was allotted remained doubtful. Inadmissible payment of Rs. 113.50 lakh was made by DRDA, Anjaw District. Besides, an unauthorised expenditure of Rs. 5.52 lakh was incurred by DRDA, Papum Pare District.

An excess amount of Rs. 14.11 crore was extended as assistance during the years 2009-10, 2011-12 and 2012-13, which was sufficient to cover 3,344 more beneficiaries.

DRDA, West Siang District distributed lesser quantity of CGI sheets to beneficiaries for new construction valuing Rs. 1.63 crore, thereby, depriving 3032 beneficiaries of full benefit of the Scheme.

DRDA, Lohit extended extra financial benefit of Rs 328.65 lakh to the beneficiaries of new construction.

The IAY beneficiaries failed to avail loan under DRI scheme with marginal interest due to lack of awareness.

In absence of convergence and dovetailing of central sector schemes with IAY, the beneficiaries were deprived of the intended benefits of these schemes.

PHE and WS division extends undue benefit: Undue advantage payment of labour escalation over and above the higher labour rate applied during analysis of tender by the Department and non-compliance of statutory provision of deduction of VAT by PHE & WS Division, Itanagar, resulted in extension of undue benefit of Rs. 1.55 crore to a private contractor.

Question mark over LTS payment

ITANAGAR: LTS payment of Rs 4.45 crore as Land Transport Subsidy for transportation of the iodized salt for PDS beneficiaries of interior/remote areas of the Upper Siang District was highly questionable as the quantity to iodised salt stated to have been distributed was sufficient to meet the requirement of the entire population of the district for more than 18 years, pointing towards fraud. The entire exercise of involved in the payment of LTS needs thorough investigation to punish the officials involved in such irregular practice, the CAG report said.

The Feb 2014 records of the Director of food and civil supplies reveals that the govt of Arunachal Pradesh in Sept 2013 accorded administrative approval and expenditure sanction of Rs 4.57 crore for the making the payment of LTS bills for transportation of iodised salt in respect of M/s Reekam Trading Agency, Koloriang, to various Fair Price Shops located in Upper Siang through land route and head load operation between Jan 2005 and March 2006.

Tourist inflow to Ziro valley increasing

Yachang Tacho

ZIRO, Jul 26: Tourist inflow to Ziro Valley has increased significantly in the last two years with about 10,000 domestic and 7,000 overseas tourists visiting the valley each year. The reason is simple. Ziro Valley is a hill station with incredible natural beauty and traditional hospitable nature of its people.

In fact, the tourists are attracted to Ziro Valley not only for it being a hill station with serene beauty of landscapes but also for the uniqueness in agricultural practice with paddy cum pisciculture, rich culture, heritage, eco-friendly attitude of people with the knowledge of afforestation in traditional ways, rich flora and fauna  etc magnetize the hearth of tourist most.

The other reason for the development is active involvement of District Tourism Officer Tater Mize, who takes pain in disseminating the knowledge to people on the importance of tourism in the district. With his vision to make the place a tourist friendly, he is keeping liaison with hoteliers, local NGOs and general public.

In an interview, he said that the district has got great potentiality especially in eco tourism such as rafting, tracking, rock climbing etc and ‘bird watching’. Out of 650 bird species in Arunachal, 310 species are found in this district alone of them 90% are migratory.

Earlier, the local amateur birders took the interested tourist to Kaziranga National Park, Assam for watching birds. Gradually, the tourists, who are interested in bird watching, are showing interest in Ziro Valley. It is likely that the tourists for bird watching may increase in near future, which will be greatly beneficial to the local unemployed youths, he said.

As far as rural tourism is concerned, the people of the district have learned the concept of Home Stay. As most of the oversea tourists prefer Home Stay, we encourage people to take interest in rural tourism. However, there is still miles to go to reach the goal.

Earlier, the trainees were sent to Sikkim after giving them training on home stay at the Directorate of Tourism at Itanagar, But from last year, the trainees have been sent here to Ziro to get the practical knowledge on Home Stays.

Apart from tourism department, local NGOs – Ngunu Ziro and Rural Tourism Management Committee are also working seriously to improve the rural tourism in Ziro, he disclosed.

Saying that ‘tourism and cleanliness’ are two sides of same coin, he urged local citizen to emphasize in maintaining cleanliness of the place as tourist will not prepare to visit a filthy place. Besides cleanliness, hospitality of the people is equally important to attract tourists. If there is hospitality and welcoming gesture from the host people, it is sure that the tourists will pass a positive message to others who would in turn like to visit the place. Talking about inclusion of Apatani Cultural & Landscape in the tentative list of World Heritage Site, he opined that tourists inflow will shoot up to very high if UNECO accepts the proposal. He suggested people of the district to keep the habit of behaving well with the tourist and show hospitality to them by keeping in mind this slogan ‘Received the tourist as a guest and send them back as a friend’ in every ones mind.

IDAPF conducts awareness meet on  hydro project

ITANAGAR, Jul 26: Immediate Downstream Affected People’s Forum (IDAPF) of Talong-Londa Hydro electric project in East Kameng district has jointly convened a public awareness meeting on negative and positive consequences of dam at Pachi yesterday.

Ahead of the proposed public hearing on July 28, the people living downstream appealed to the district administration to arrange separate public hearing so that all their grievances can be redressed properly. They said the project affected people had no specific information about it for which they will be unable to place their grievances due to shortage of time, IDAPF said.

Further, the Social and Environment Impact Assessments by GMR is not satisfactory, the IDAPF said, and demanded that anything which come within the radius of 10km from the project should be included as actual project affected and, accordingly, compensation and other benefits should be provided to them.

IDAPF also worried about the extinction of aquatic animals, including different migratory fish species and plants due to the proposed 226MW project. The villagers, including from Fachang, Tabri, Attangrang, Pachi Camp, Baro camp, Mangkhya and Chudo camp and Mebua camp etc were unanimously adopted a one-point resolution and demanded the district and higher authority to give them adequate time to prepare themselves for the public hearing so that they can place their grievances or else the IDAPF will launch democratic movement to protest against the ongoing project.

IADPF also accused the authority for not taking into account the various grievances of the people living downstream which is unfair.

Many speakers shared their opinions on future impact of the project such as influx of migrant labourers causing security threat to the local people, exploitation of natural resources, displacement of human settlement etc.

Addressing the meeting, IDAPF chairman Lota Signhi highlighted the possible threat posed by the dam on downstream and  urged the government to assess the downstream impact of the dam thoroughly to instil a sense security in the minds of the people.

We do not oppose the project but demand for proper assessment on environmental, social, demographical impact and consequences of the dam before conducting the public hearing, added IDAPF.
